To answer your question, I use mainly PhotoFiltre. I sometimes use Microsoft Photo Editor that comes default with Windows XP, and I'm learning the GIMP - I also have IrfanView. All the above programs are free - you could find more free programs here. Hope this helps! If you need help with editing, just holler. =)
